That's what I thought. However, in OoP chapter 28:
Malfoy: <snip> 'Weasley, your shirt's untucked, so
I'll have another five for that.'

Some students would probably wear some shirts/trousers
underneath their robes, especially in colder days, but
Draco is not supposed to be able to see those.

Maybe. Then again, they might not have to wear their robes all the time.
