My take is that the boggart's powers are proportional to your fear.
The more you fear something, the more power it has over you. The more
control you have over your fear(s), the less the boggart can
influence you.
I don't think that the boggart assumes the actual power(s) of the
thing feared, as much as it simply wrecks havoc with your own fear
response.
