He can't tell them any more than he told them when Sirius told him to 
get out.  The headquarters is protected by Dumbledore as OOP's secret 
keeper.  He could potentially tell them about the order, but I don't 
know how much order business was conducted with him in the room - 
probbly not much.  He cannot divulge that Grimauld place is the 
order's headquarters - only Dumbledore can do that.

As for what happens to the house, clearly the Wizards in Azkaban 
still retain their property rights, or the house would have already 
passed on to someone else.  Since it still belonged to Sirius, it 
would then go to his heir, though I don't know who that would be.  
Perhaps Siruis left it to Harry, as his godson.  Also, I seem to 
recall Ron saying something about the House Elves "coming" with 
certain types of houses.  Thus Kreacher may now belong to whoever 
owns the house.

Maybe we see the reverse of what happened with Dobby - Maybe the 
house now Owned by the Malfoys was once owned by a nicer family, and 
thus Dobby "grew up" as the same kind of morals - then ended up being 
owned by not-so-nice people, and hating the idea of furthering their 
agenda.
