I say no, they do not need a wand.  I think Pettigrew chooses to 
remain in animal form for those 12 years.  He is 'chained' because if 
he does transform he'll be killed or imprisoned by death eaters or 
the ministry.  The only way he wouldn't be is if he lived outside the 
wizarding world, and he doesn't want to do that in case moldy Voldy 
does come back.  Also, when Sirius transforms in Azkaban he doesn't 
have a wand.  In fact, when he transforms back to human in the 
shreiking shack he doesn't have one and has to use Ron's and Snape's 
wands.
