I haven't seen anything specifically stating there is or isn't 
tuition, but in SS/PS Vernon refuses to pay for Harry to attend 
Hogwarts.  When Harry brings it up again, Hagrid tells him not to 
worry about it because his parents left him plenty of money.  It's 
not completely clear if he takes money out just to pay for his 
supplies, or to pay tuition also - and I suppose tuition could be 
transferred to the Hogwarts account directly, just as we use wire 
transfers.  But Hagrid never comes out and says there is no tuition, 
leading me to the opposite conclusion from yours - that there is 
tuition.
