The prophecy states "The one with the power to vanquish the Dark 
Lord approaches  <snip>  and the Dark Lord will mark him as his 
equal..."

The mark is a necessary identifying mark on the one who will be able 
to vanquish LV.  As far as Neville goes, it's entirely possible that 
LV will somehow mark him (or possibly already has, and we are 
unaware of it).  We do see Neville greatly improving in his DADA 
skills with Harry's help in OOP, so I do think he'll play an 
important part in the next two books, whether he's the one or not.
