I'd gotten the impression, possibly when Hagrid said Harry's name had been 
down since he was born, that J&L had prepaid his tuition.

Perhaps Hogwarts has a sliding scale of tuition, depending on the family's 
ability to pay?  (Maybe the Weasleys get a family discount...)
