Squibs and Cats

I dont know if this is a topic that has already been discussed or not. I couldn't find any sign of it in the archives or in the VFAQ files so I am going to ask it.
Have you guys noticed that for all  their lack of magical ability the two squibs we have met so far Filch and Arabella Figg seem to have methods of communicating with their cats ? Is this a squib ability to make up for their lack of magic? What do you all think?
