I have no idea if Hogwarts has fees or not, but I do think they'll 
take anyone with talent.  Helga wanted to teach everyone (magical, 
of course) who wanted to learn.  The other founders said sure.  I 
think the tradition of taking them all continued after the founders 
died.

I think the Longbottoms' fears were unfounded.  I think if you're 
not a squib, they'll let you in.  Werewolves would be an exception 
because they might endanger the other students.

I just don't think they would just throw away Helga's entire 
philosophy.  It would be like throwing away 1/4 of Hogwarts.
