turns into a moon, it only stays that way for a couple seconds before he riddikulouses it or something. Surely it takes longer than 
that for him to transform? Maybe that's why it doesn't affect him.

It seems as though moonlight is the key... In PoA, Lupin was fine even though it was the Night of the Full Moon, until it popped out from behind the clouds. If it takes a couple seconds of moonlight from the life-size satellite to start the transformation, I suppose a 6ish inch diameter model would take longer, even if it's right there in front of a werewolf. Perhaps the effect of boggart!moonlight was also lessened by ambient lighting in the room? I think that a couple minutes with it in a dark room would do the trick.
