I think you're right, Cindy. In every book JKR has commented on 
Petunia's anal housekeeping, as if she's trying to permanently 
engrave it in our minds. This tells me two things- 1) it's another 
way to juxtapose the two worlds & 2) Petunia's overwhelming need to 
get away from the "nonsense" to be as "normal" as possible. 

That's how I see it anyway... :)
