There was a lively discussion of this back when dinosaurs 
ruled the earth--actually it was message 40082. JKR seems to 
be a bit fonder of these transitional pacing scenes than some of 
her readers are. I think it's a question of pacing and mood.  If  
chapter three were not there, we'd go from the angsty aftermath 
of the Dementor attack to the angsty situation at Grimmauld 
Place. 

 The mood JKR is trying to create in OOP is the one echoed by 
the weather on the train to Hogwarts--very unsettled, with bright 
periods broken by storms. Besides, "Both buttocks still on?" is 
priceless.
