The risk to the Order is that Harry cares more about Sirius than 
the Order, and if Sirius is captured, either by Voldemort or by the 
Ministry, Harry will go after him. Since Harry is the one hope of 
defeating Voldemort, his loss would be ruinous.

 The people on brooms were protected by disillusionment 
charms. The putter-outer was just an additional security 
measure.

Now I can well believe that Snape couldn't resist putting this 
request in an insulting fashion, but as Dumbledore says, Sirius 
was old enough to be above petty taunting.
