It was a movie technique used to avoid being banned, yes, but it was 
also a technique effectively used prior to censorship in the movies 
(and it didn't always involve racy subjects). We have gotten used to 
media "showing all" and every little minute detail which really 
isn't necessary. Also, there is the tendency to put racy 
connotations on everything. Our imaginations are powerful things and 
vastly underused these days. I don't think there were any illicit 
connotations to the Harry & Cho kiss but I think JKR just didn't see 
it necessary to write about every single breath her characters take. 
It's those gaps in the narrative that make us wonder and think about 
what might have happened and imagine!!!!
