Add to that, this. It seems that all Muggle born wizards get a Hogwarts
letter. If Hogwarts charges fees, there would inevitably be some children
whose parents just couldn't afford to pay them and therefore wouldn't be
able to go. Or you could have the situation where a parent's circumstances
change and the student would have to drop out.
I think the idea of a number of untrained rogue Muggle born wizards "out
there" wouldn't be acceptable to Hogwarts or to the Ministry. It would
threated the secrecy of the WW. And I think it wouldn't fit with what JKR
implies in canon.
And if you assume that there are bursaries for those who couldn't afford the
fees, then you'd also have to explain why there's no mention of that - it
would seem to be a significant piece of colour that JKR would surely have
mentioned at some point (perhaps in connection with the Creeveys)
