This reminded me of a poster that I had way back when in my college 
days.  I cannot remember the exact quote but it said something like: 
When they came for the trade unionists I did not speak out, and 
then they came for the jews and I did not speak out, and then they 
came for ?someone else? and I did not speak out.  Then, when they
came for me, there was nobody left to speak out.

This is exactly what is going on with all the ministry officials who 
have their heads in the sand!
