I wasn't going to mention this here because it is a bit farfetched.
Interesting, but definitely out there.
IN book 2, in Borgin and Burkes, Lucius mentions that he has
important business elsewhere that day. I mean, he wouldn't KNOW that
the Weasleys were necessarily going to be in Diagon Alley, so
dropping that book couldn't be his business. The sane speculation
stops there.
In book 4, we learn about memory charms, and when they are powerful
enough, they can lead to severe issues. This was the case with Bertha
Jorkins. (I admit it, I read the Unofficial Guide to Harry Potter).
Well Bertha's story is well laid out. Crouch Sr. put the charm on her
and it was really powerful and was broken by Voldemort. From her
broken memory, they (LV and PP) learn about that Crouch Jr. is alive.
They also about the Tirwizard. So the key to Voldemort finding out
about Crouch Jr. was in Bertha's memory. I am done with the
recapping, on to the real theory.
Many parallels can be drawn between Bertha and Neville, the really
strange memory loss. So we must ask ourselves, assuming that someone
DID put a memory charm on him, what clues does his memory hold? I
have an idea for that too.
Bagman said that Bertha's memory was like a leaky cauldron. Percy,
who worked for crouch was trying to solve the problems of the leaky
cauldron bottoms. Interesting, all the people involved here. So, it
COULD be said that Neville has a memory like a leaky cauldron. On to
next point..
I have to possible villains here, two people that may have been
present when Neville's parents were tortured. The first is Lucius
Malfoy because he had important business that day, he was in
knockturn alley, the entrance to knockturn in through diagon alley
and the entrance to that, is through THE LEAKY CAULDRON. The key to
finding out what Lucius was doing, is in Neville, the leaky cauldron.
There is one other possibility, Fudge, whom Percy and all his Leaky
Cauldron experience now works for. Fudge we know, feels himself above
the law, that for the sake of the wizarding world, he is willing to
create new laws, to bend them and not follow them. If for some
reason, he thought Neville may be a threat, he would put a memory
charm on him.
There is also the possibility that the two of them are involved
considering that they are on a first name basis.
I told you it was farfetched...
