ereturtle18: No, they don't. Hogwarts was trying to send Harry 
letters for at least a week before Harry's birthday. He just didn't 
get one until then because of the Dursleys' interferance. Also, 
Ginny recieved her letter on the same day as the rest of the 
Weasleys, Harry, and Hermione.
