Tom Riddle killed his Father, Tom Riddle Sr., who was the grown up 
son that the neighbours couldn't stand, as well as his grandparents.

Don't know.  Maybe he did tell Dumbledore, but Dumbledore was 
waiting to see if anything happened.  Take a search of MAGIC 
DISHWASHER if you care to read one intricate possibility of how 
Dumbledore was allowing it to happen to force a confrontation 
between Harry and Voldemort.

There are two types of portkeys.  Some are set to a certain time, 
and some will take  you where you need to go as soon as you touch it.

This question is one of the Very Frequently Asked Questions.  The 
answer, or at least a summary of the debate, can be found at 
http://www.hpfgu.org.uk/faq/devices.html#PORTKEYS .  In brief, most 
believe that Voldemort was going to use the cup to return to 
Hogwarts after he rebirthed himself.  As I'm typing that, however, I 
realize that OotP contradicted this in what they said Voldemort's 
plans would be.  Perhaps it's time for another round of debate on 
this subject...
