It seems to me a logical assumption that the person who originally 
*heard* the prophecy, Dumbledore, in this case, would be the one who 
created the label. He later would have put in the correction with a 
question mark after Harry had been "marked" by Voldemort. 

Then again, I'm frequently very illogical!
