I think DoubleAgent!Snape could work ( or at least Voldemort could
trick Snape and Dumbledore into thinking that it works) if you
consider what happen during WW II when towns in England were being
bombed.
I'm assuming that anyone who has done history at some point in
their schooling may remember reading about the code breaking teams on
both sides of the atlantic and the Enigma machine. Long story short,
these teams had just broken the german codes when they discovered
that a small town was a future target for bombing. Rather then
prematurely revealing to the Nazis that the code had been broken, the
military did not release information that could have saved the people
who died.
To keep Voldemort content and Snape in the semi-good graces of the
Dark lord, I'd say DD is going to sacrifice some people to keep V
from discovering just how far ahead of the game the Order may be.
Indeed, if V is a stronger legimen than Snape is an Occulem, a couple
of real information may be very helpfull.
