Oh I wouldn't say that with any certainty - 
don't let me stop you from doing so, of 
course - but Harry was already aware of the 
tension in the Weasley household in regards 
to money before Ron broke his wand:

"Dunno how Mum and Dad are going to afford 
all our school stuff this year," said 
George after a while. "Five sets of 
Lockhart books! And Ginny needs robes and 
a wand and everything..."

Harry said nothing. He felt a bit awkward. 
Stored in an underground vault at 
Gringotts in London was a small fortune 
that his parents had left him.

A little while later, in Flourish and 
Blotts, Draco jeers at Ron by asserting 
that the Weasleys will go hungry for a 
month to pay for all those books.  Then 
Lucius Malfoy makes a point of twiddling 
Arthur Weasley about not being able to 
afford better (read: new) books for Ginny.

(Come to think of it, Harry did manage to 
unload those Lockhart books on Ginny, the 
only Weasley to whom he is an elder.)

This is already a sore point for the 
Weasleys - surely no reason to touch 
sensitive nerves by offering to buy Ron  
another wand when it's his parents who 
would consider it their place to do so?

Actually, yes <rather pleased at how 
quickly my point was grasped> yes I do!  
Let's look at Ron at the QWC:

"Omnioculars," said the saleswizard 
eagerly. "You can replay action ... slow 
everything down ... and they flash up a 
play-by-play breakdown if you need it. 
Bargain - ten Galleons each."

"Wish I hadn't bought this now," said 
Ron, gesturing at his dancing shamrock 
hat and gazing longingly at the 
Omnioculars.

"Three pairs," said Harry firmly to the 
wizard.

"No - don't bother," said Ron, going red. 
He was always touchy about the fact that 
Harry, who had inherited a small fortune 
from his parents, had much more money 
than he did.

"You won't be getting anything for 
Christmas," Harry told him, thrusting 
Omnioculars into his and Hermione's hands. 
"For about ten years, mind."

"Fair enough," said Ron, grinning.

I rather doubt Harry can get away with 
that same trick again, especially to 
REPLACE something Ron's parents have 
already purchased with something BETTER, 
which would be the point, no?

Don't blame ya...but I don't think 
Ron's quite as pragmatic...yet.
