Hi, this is my first post so I hope I'm doing everything all right, but the 
reason I figured the Umbridge never inspected Binn was because he didn't teach 
magic.  The Ministry was scared that the teachers and more specifically 
Dumbledore were training the students in combate.  So Umbridge's job was basically to stop the kids from learning any magic the could be used in "warfare".  Learning about goblin rebel or giant war wouldn't put the ministry in danger so she didn't waste her time inspecting it.
