How do you know that Regulus knew the Potters? Even though Sirius was
James' best firend, he hated his family and I don't think that
Regulus even knew James. He probably knew only that he was Sirius'
friend but nothing more. And one more thing - Sirius said in OoP that
he doubts that Regulus was ever an important person th Voldy. If that
was true how could Voldy ask someone like Regulus to do such an
important thing? I mean, after hearing the part of the Prophecy,
killing the Potters was one of his most important goals, right?
So my theory

If that was true, Voldy would kill him himself, and he didn't. Sirius
thought Regulus was not that important to be killed by "Lord
Voldemort" personally - and Sirius was already a member of the Order
then, so he probably knew things like that, and was right about his
brother. I still hold to the theory that the story of Regulus Black
is supposed to be an intro to Percy's future. But that is also just a
theory, and probably wrong (most of my theories about the events in
next JKR's books were wrong:).
