In OotP, as Dumbledore speaks to Fudge before portkeying Harryout of 
there, he says that if Fudge goes back into the DoM Death Chamber, he 
will find several Death Eaters bound and held there by with an anti-
apparition jinx.  

To add to your questions though, I wonder how it is that the ministry 
can effectively monitor WHO is apparating and such to such a degree 
that they are able to enforce the licensing of apparition.  What is 
to stop someone from just learning it and doing it?  Obviously, it 
can be dangerous (splinching, etc) and they certainly cannot learn it 
at Hogwarts (at least on the grounds).
