Nope: 

GoF, page 80 (UK hardcover): "Ludo Bagman was easily the most noticable
person Harry had seen so far, even including old Archie in his flowered
nightdress. He was wearing long Quidditch robes in thick horizontal stripes
of bright yellow and black."

He came dressed in his old Wimbourne Wasps outfit. I think the fact that he
flaunted the "dress code" in spite of being a member of the Ministry
himself is one of the early clues we're given that he's rather, erm, dodgy.
