I think JKR wanted to show that from the point of view of the 
victim, it's pretty hard to tell the difference between 
Voldemort-ism and Fudge-ism. This might lead a logical person 
to conclude that there is no difference, and that would be a 
slippery slope indeed. 

BTW, Darren, if you are reading this and tempted to step in with
