Merlin was a Wizard and the most powerful and considered the highest,  a 
Warlock being male and not a much power as a Witch, the High Wizard governs 
over all.  I hope that helps, the thing is it started back with the Druids, 
they weren't witches and wizards but Christians called them that as they 
understood the use of herbs and they magical properties as well as 
respecting the mother earth.
