I intrepret what DD said about not going into hiding meant that he 
wasn't going to do something like go sit in 12 Grimmauld Place and 
twiddle his thumbs avoiding capture with Sirius. However he wasn't 
going to be strolling up and down the halls of the MoM either. I 
believe that DD more or less went undercover. He probably did "hide" 
when he slept or ate, but other than being cautious, he probably 
moved about pretty freely, knowing that he couldn't be taken, but at 
the same time he knew a confrontation with Fudge loyal Aurors 
wouldn't be good for his cause, fleeing from Fudge is one thing that 
people on the borderline with DD could tolerate. However an all out 
confrontation with Aurors where someone was going to probably get 
hurt would have only strengthened Fudge's "crazy old man" image of 
DD in the public.
