Hi,
What we have to remember concerning Neville is that he has been using 
his fathers wand.  Mr. Olivander said at the very beginning that the 
wand chooses the wizard.  I think anyone can use any wand but for the 
wand to perform properly and with full functions it has to be 
the "one" for you.  I also think that his grandmother has stunted his 
growth as a powerful wizard by comparing him to his father.  I think 
that once he gets a new wand, he will flourish!!
