I thought it was totally in character. As you point
out, they are very bright, and they would quickly
latch on to ANYTHING that enhanced their ability to
make mischief, even if they knew they wouldn't be able
to use it at school. It wouldn't surprise me a bit to
know that they'd been working on learning it well
before they were old enough to take the test and that
they were ready to take the test the instant they
finished school.

Also, remember Percy, apparating down for breakfast
the previous summer (in GOF), just to show off? It
can't have taken him much longer to take the test than
it took Fred and George. I suspect that wizards that
take to apparition either get it or they don't.
