I agree that's not the scene. It doesn't meet the "not relevant for 
the CoS plot" criteria, for one thing. It's relevant since:
- it sets the purpose for the subject of Ron's defective wand 
(which, at that point, everyone has assumed it's only a comic relief)
- it's the way the boys get rid of Lockhart (which is needed to 
further the plot)
- it's got a sort of poetic justice to it - after all, Lockhart was 
a trifle too fond of memory charms ;-)

But the back reference in OOTP is interesting nonetheless.
