I don't know what the general theory is, but I do think that those 
are dead wizards behind the veil... I think the veil is sort of a 
gateway or portal to the place where the dead go (heaven?)... Maybe 
that's why Sirius died, because only the dead are supposed to be in 
there... I also think that's why the veil is in the Department of 
Mysteries... They are probably trying to find a way to make contact 
with the dead or maybe even go to that dimension without getting 
killed... :)
