Well, we know he's getting his OWL grades, and I can't see that 
happening anywhere except Privet Drive.  And if he gets something 
less than O in Potions (OotP glosses over that particular test), will 
he head to Grimmauld place to beg Snape to let him into NEWT classes?
For that matter, I don't imagine the Order will want him anwhere 
except Privet or Grimmauld.  Or Hogwarts, of course.

What I'm really waiting for is the summer in Book 7, in which Harry 
will finally be legal, which means there'll be a new sheriff in 
town.  After all, if the powers that be didn't mind a couple of 
Muggles practically abusing the savior of wizardkind when he couldn't 
do magic, will they object to the reverse when he can?
