One point is that Fudge says in the Three Broomsticks that he was the 
first to arrive at the scene of destruction, when Sirius was there 
laughing at what we now know was Peter's handiwork.  Who knows what 
he might have done, seen, covered up, or said he saw?  (There was no 
trial, but presumably he reported to the Ministry...)
