You know...we don't know much about Arabella Figg...how old she is 
really (could be using Polyjuice Potion), how she was involved in the 
*old gang*, etc.  It is possible she was a close friend of Lily's and 
volunteered to keep watch over Harry at the Dursley's because of this 
relationship.
