I always thought that DD had something to do with it.  Especially 
after Harry gets admitted to Hogwarts,  I always assumed that there 
was a special arrangement between DD and the Dursleys in order for 
them to take care of Harry. 

I seem to recall (don't have the books with me, so sorry if I am 
mistaken) that in PS, Vernon calls DD "old" (when Hagrid visits to 
give Harry his letter).  So apparently he must know something about 
DD.  My guess is that the Dursleys don't have much of a choice, and 
probably in some of the next books we will find out the exact reason 
why the Dursleys keep taking "care" of Harry.
