Well, maybe. But also, the mirror shows us what we desire. And
since they are things we desire, they may also be things we can
pursue. That's why Harry succumbs to mirror while Ron does not.
What Ron desires (head boy, captain of the Qudditch team, etc) it is
possible for him to go out and achieve (through hard work and
dedication. On the other hand, what Harry sees--being with his
parents--is impossible for Harry. No matter what he does, he can
never bring them back.
So, the mirror may predict the future in a sense but it would really
be only a self fufilling prophecy.
