Isn't Crouch Jr. still alive? He got Kissed (GoF, "The Parting of Ways"), but that just leaves him Zombie!Crouch Jr., a freaky little shell, stumbling about (if at all)... 

That means Crouch Jr. *can* be used for polyjuice (yippee!).
