Sirius could have stolen a knife from just about anywhere, including the Hogwarts kitchen (though Houseleves may have gotten in the way). With Sirius' cunning and knowledge of the grounds, and his ability to turn into a dog, he could have managed this much easier than buying one.
As for Harry's Christmas present, I believe it was probbaly mail ordered.
