Sounds like someone's been reading "The Way of the Squib" (included in Volume 
II of The Squib Chronicles over on Red Hen). 

In order for some of the offspring to be full Kneezle, then both parents must 
be cat/Kneezle crosses. I've always suspected that Mrs Norris might be. Her 
interpretation of "suspicious characters" would be that of "her" human, and not 
necessarily that of Harry and the series narrator.
