Harry's arm wasn't detached or injured in any way when the bones were 
removed.  Repairing something broken is probably not a problem for magical 
healers, but re-attaching something that was severed may be. (Madam Pomfrey 
re-attached someone's nose after it had been accidentally removed by magic, 
however.  Maybe it depends on whether the injury was sustained by magic or 
by ordinary means such as an animal attack, or maybe it depends on how 
serious it is -- a nose may be reparable, a missing limb may not.)
