This is my crazy theory about the house:
 
I wonder if the house is an official house belonging to the 
Ministry.  Harry's obviously in trouble.  Why would the MoM let him 
out of their sight?  Maybe Mrs. Weasley is representing him in the 
last meeting to determine whether he gets to stay at Hogwarts or 
not.
 
It doesn't surprise me that an official Ministry building would 
look like a dark wizard's house.  After all, The Leaky Cauldron looks 
like a decrepit old doorway in London.  Magic folks don't make their 
buildings pretty.  They try to keep their presence under the muggle 
radar.  

As for the room with the beds, maybe it's a juvenille deliquent 
holding room.  Or it's meant for people who stay overnight on 
official business .  After all, the Knight Bus had beds.

To explain Ron and Hermione being there...well all prisoners get to 
have visitors, don't they?
