I may be wrong here, but I believe Snape did tell Professor 
Dumbledore about the mark.  Remember the Pensieve?  Snape was in one 
of Dumbledore's memories telling him that the mark had been getting 
darker.
If Sirius had the Dark Mark, would it not somehow show up by now?  As 
an anamagimus, something like that may even turn up on his animal 
form.
