Voldemort in OoP: Sly or Slammin'

I've been thinking about what good ole' Voldie will do now that he 
has a body again.  Will he be aggressive and start an all-out attack 
at once, or will he be sly and surreptitiously build his strength 
before he acts?

I tend to think the latter is the way he'll go.  First of all, by 
remaining secret, he gives himself time to gather allies and servants 
to himself without too much interference.  Second, if he doesn't do 
anything overt, he makes Harry, Dumbledore and anyone else who claims 
Voldemort is back look foolish in the eyes of people who don't want 
to believe. Third, it give JKR a lot more story lines to pursue over 
the next three books.  Intrigue is always good drama and the longer 
the good guys struggle to get their act together, the longer the 
story goes on.
