I agree. I think it's pretty clear that things are run badly at the MoM, since Fudge and others seem more interested in image than justice (... Percy... he's so going down <g>). Sirius was likely sent to Azkaban with the news posted that "Voldemort's Right Hand Man Was Arrested," with no true regard as to whether the news was true at all. In fact, his lack of a trial indicates to me that the MoM had information (like, for instance, his lack of the Dark Mark) that would prove Sirius' innocence.
