Maybe Tom Riddle didn't "happen" to just be walking by, but instead 
he used the fire to get to Professor Binns. Perhaps with floo powder 
or something, so he could make a quick escape. Or maybe even 
the "talking head" way, like Arthur Weasley is used to with Ministry 
work (I'm not sure if he can do Avada Kedavra with just his head 
though). And maybe it wasn't just for an experiment... perhaps Binns 
knows more than he lets on. If he often spent time in front of the 
fire, he could have been taking in information from some outside 
person, information that was dangerous to know. Of course, I'm 
probably stretching it a bit too far... but it might be significant 
that he was in front of a fire.
