The Dark Mark is normally dormant, invisible to the eye. It burns
black when called by LV, and slowly recede into invisibility within
hours.

If the Dark Mark solwly recedes into invisibility then why did Karkaroff
storm into Snape's class, thrust his arm toward him and say in a panic
strickened voice "It's getting darker"? It seems that the Dark Mark
becomes invisible when LV is weak. To me, this is why the Dark Mark
couldn't be used to identify Death Eaters after LV and HP had their
"meeting". LV was so weak, to the point he was more or less dead, so
the Dark Mark disappeared. However, as he became stronger it began to
reappear on the arms of his followers. (or ex-followers as it may be)

I don't disagree that it burns dark black, when he touches it to "call"
his followers, and then fades a bit. However, the meeting between
Karkaroff and Snape makes me believe that it is there, even lightly, as
long as LV has some sort of "power".
