I don't know what J. K. Rowling thinks, but I think that a) it makes no 
difference whatsoever to the story line and b) the reason the winter recess 
at Hogwarts is called the Christmas vacation is because Hogwarts' calendar 
reflects the Muggle calendar, in which students get a Christmas vacation 
whether they use it to celebrate Christmas or not.

(There are cultures where people don't give each other birthday presents 
too, but I have yet to hear anyone complain when J. K. Rowling has her 
characters celebrate each other's birthdays ... )
