More lovely speculation based on an historical precedent by Kirstini.
I can willingly discuss and and dispute on this sort of thing until the cows come 
home.

The premise that its built on ( Gunpowder Plotters blowing up the Government ), 
Sirius and his desperate crew as plotters, Malfoy as the evil ruler, with Fawkes as an 
allusion to old Guido can be read two ways depending how you cast it.

Unfortunately, we're not yet certain ( or at least I'm not ), whether the Order of the 
Phoenix are goodies or baddies. Is it the reformation of the resistance group against 
evil, or is it the symbol of the rebirth of Voldemort?

But Courage, Camille! This pain too must pass away!

It can be read the way you describe it; it can also be turned completely round. How do 
you fancy Dumbledore as Cecil, Harry as James ( whose mother came to a sticky end - 
Mary Queen of Scots ) and Hogwarts as the Houses of Parliament? Remember the 
tunnels are already in place. Unfortunately, James Stuart was a very unsympathetic 
character. Pity. Otherwise we could approach  WB with an outline.
